There are two ways to look at this change, in a good way and in a bad way. As Gordon approached the situation, these new changes can really be seen as a lesser of two evils. Changing money into block form allows for more leeway; therefore it allows the school's administrative leaders to have more control over what money can be used for. This new freedom is the beneficial component of the changes because the money can be used for more useful things whereas categorical money disabled money to be used in this manner because of the specifications that came along with it.
