They're reversing a rule made during the Bush administration allowing pharmacists not to provide birth control according to their consciences. This article is a good explanation of the rule-making process.

Obama's decision to change this rule was fair but a dangerous political move. Many people in favor of this decision believed that it was a great advancement in the reproductive rights of women. Those who were against this change called it a setback in religious freedom. The article states that this might cause some conservatives to lose their faith in any chances of compromise with the Obama administration. This decision would overturn one made by the Bush administration that cut off funding to medical places that did not accommodate medical staff who objected against certain types of care or medical procedures. This is a very controversial rule and there is no way that everyone will be pleased in this situation. This rule, I believe, will at least ensure that people are getting the medical care that they only need but want.
